
Biography
Randall (Randy) Balducci is chief of Enterprise Services and executive vice president for Federal Reserve Financial Services (FRFS). Randy leads the Enterprise Services teams responsible for strategic planning, finance, people, legal, vendor management, and risk management and compliance for the FRFS organization. He most recently served as senior vice president and the FedNow® Service portfolio management executive. In this role, he oversaw business, policy, and technology project management for FedNow. He was also a member of the FedNow Management Committee and FRFS Risk Committee.
Prior to joining the Boston Fed in 2021, Randy was a senior vice president in the Markets Group at the New York Fed. He also held senior roles at the St. Louis and San Francisco Reserve Banks. His payments experience includes time as vice president in the Cash Product Office, where he led finance, risk and compliance, and communications for the national Cash business line and large facilities programs.
Randy holds a bachelor’s in business management and finance from Greenville University and an MBA from Washington University’s John M. Olin School of Business.
