Do existing policies work together or at cross-purposes in promoting a jurisdiction's economic development? Which policies achieve the biggest "bang for the buck"? What conclusions can be drawn about the desirability and effectiveness of state and local economic development policies? What does the literature imply for the federal role in mediating, regulating, or inhibiting interstate economic competition? Is federal restraint possible, or even constitutional? What suggestions emerge for the structure and content of further research?
